About US Embassy:

The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years.  Ambassador Natalie E. Brown currently heads the U.S Mission to Uganda.  The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

 

Among the offices operating under the U.S Mission to Uganda are:

  • United States Agency for International Development (USAID)
  • Centers for Disease Control (CDC)
  • Peace Corps

 

Job Summary:  The Human Resources Assistant (LE Services) works on all aspects of the LE Staff program at post that includes the position classification advisory role, the preparation of all types of personnel actions, preparing resignations and disciplinary actions; preparing staffing patterns; assisting with the Mission Awards program, and LE Staff compensation and benefits processing.  Maintains personnel records and files and prepares periodic and non-recurring reports.

 

Key Duties and Responsibilities:

Locally Employed (LE) Staff Personnel Services: 40%

Overseas Personnel System (OPS):

  • Responsible for processing of all types of personnel actions in the Overseas Personnel system, to include reassignments, extensions, suspensions, leave without pay, grade retention, resignations, reduction-in-force (RIF), separations, retirements, and correction actions via OPS for all LE Staff. Conducts orientation/briefing sessions for new employees. Explains terms and conditions of employment, benefits and allowances.

Performance Management/Within Range Increase (WRI) Compensation System:

  • Employee supports the performance management program for LE staff in accordance with the HR/OE Performance Management Policy, Department regulations, mission policies and SOPs. Ensure that all supervisors are advised of due dates for submission of evaluation reports (regular and interim) and work requirement statements.

Awards Program:

  • Supports the coordination of the Mission awards programs.
  • Assists in reviewing nominations to ensure compliance with post awards policy and award criteria.
  • The incumbent will rotate awards coordinator role with the other two HR Assistants in the LE Staff Program and as such is responsible for drafting the call for awards nominations management notice, liaising with the JCAC on awards policy, award nominations and will attend and document awards committee meetings.

Training:

  • Under the direction of the HR Specialist, the incumbent will provide guidance to clients on individual development plan, guide supervisors on the post training policy and appropriate training per the post training plan.
  • Tracks training requests, files completed training certificates. On a quarterly basis is responsible for providing outreach on the LE Staff performance management program, and position classification.

Strategic Recruitment and Selection: 30%

  • Serves as one of three HR Assistants implementing the LE Staff recruitment program. Duties include developing recruitment strategies for hiring supervisors; guiding clients on the recruitment, interviewing and clearance process; ensuring compliance with the post recruitment policy, as well as EEO and nepotism regulations.
  • Strictly adheres to polices and guidelines in preparing position vacancy announcements, screening qualified applicants and facilitating testing and interviewing, as well as onboarding of new employees.
  • Responsible for creating and delivering all communication to applicants.

Position Classification Advisor: 20%

  • Under the supervision of the HR Specialist, the incumbent serves as a position classification advisor responsible for providing guidance and advice to supervisors and sections on position management and position classification as well as the regional classification process.
  • Guides clients on how to write a PD or amend a PD to reflect the accurate duties and responsibilities of the position and that the Position Description (PD) and JDHS is written in accordance with established instructions and clearly shows organizational relationships.
  • Ensures the client has all the resource documents they need to prepare the PD and JDHS and informs them of the post process and timelines for classification by the AFRCC.
  • Prepares classification packages for the HRO’s review and approval and submission to AFRCC.

Other Administrative Duties: 10%

  • Oversees development and maintenance of all HR information resource files including HR subject matter files and Official Personnel Folders (OPFs).
  • Ensures all OPFs and evaluation folders are properly secured, and that access is limited to authorized personnel.
  • Extracts information from various automated and written files to generate a variety of recurring draft reports and statistical data for the HR section.

Qualifications, Skills and Experience:

  • The applicants for the United States US Embassy Human Resources Assistant (LE Services) job opportunity should have completed two years of general college studies. Required.
  • At least three years of progressively responsible experience in human resources or administrative field is required.
  • Knowledge of general office management practices and procedures is required.
  • Knowledge of job evaluation, concepts and principles is required.
  • Good working knowledge of local labor and social security laws as well as recruitment prevailing practices and customs is required.
  • Good working knowledge of Microsoft Office (Word, Excel, Power point, Outlook) as well as proficiency in using the internet as a resource.
  • Strong writing skills is required to produce and update complex reports, spreadsheets, and correspondence.
  • Must have excellent customer service and communication skills to manage in-person and virtual communications.
  • Must be organized, diligent and able to work under pressure. Good interpersonal skills are required.
  • Language: English level III (Good working knowledge) Reading/Writing/Speaking is required. This may be tested.
