Job Summary:

The WASH Technical Officer at ILF is responsible for maintaining the technical integrity and operational efficiency of water, sanitation, and hygiene (WASH) infrastructure in rural communities within Otuke District. This role involves overseeing WASH infrastructure projects, conducting community training, and implementing behavior change initiatives. The ideal candidate should be proactive, organized, and possess excellent communication skills to effectively engage with rural communities.

Key Duties and Responsibilities:

General Program Development and Implementation Activities:

  • Provide technical supervision for WASH infrastructure projects, including borehole drilling and latrine construction.
  • Conduct baseline assessments of WASH conditions in target communities.
  • Facilitate community mobilization and engagement in WASH activities.
  • Participate in training activities using participatory methods.
  • Assist in the design of training methodologies and approaches.
  • Monitor project progress and document deliverables.
  • Advocate for the mainstreaming of EverFlow, ILF’s rural waterpoint operation and maintenance service.

Specific Program Activities:

  • Identify stakeholders within communities to participate in Water and Sanitation Committees.
  • Support health assistants and community development officers as needed.
  • Maintain inventory of materials and equipment used in WASH activities.
  • Prepare weekly reports for review by supervisors.
  • Present detailed reports on field progress and activities to senior management.
  • Refer relevant issues affecting work to supervisors.

Qualifications, Skills, and Experience:

  • Relevant Higher Diploma or Bachelor’s Degree in Engineering, Social/Development, Public Health, or related field.
  • Proficiency in Microsoft Office and smartphone-based apps such as mWater.
  • Minimum two years of humanitarian work experience, preferably with an international NGO.
  • Sound understanding of community development approaches to WASH projects.
  • Experience with software such as EPANET, ArcMap, and GIS is a plus.
  • Strong report writing and verbal communication skills in English, Luo, and Kiswahili.
