About USAID ICYD Activity:

The USAID Integrated Child and Youth Development Activity (USAID ICYD Activity) aims to improve learning outcomes, advance HIV epidemic control in Uganda, and ensure that children and youth can lead resilient, healthy, and productive lives. The USAID ICYD Activity will deliver critical HIV/GBV/violence prevention and response services to children and youth and their families in communities, clinics, and schools. Within USAID’s Journey to Self-Reliance Framework, USAID ICYD Activity will build the operational and technical capacity of four Ugandan Primary Local Partner (PLP) organizations to become direct recipients of USG funding within two years while strengthening government capacity to deliver core services to children within an integrated referral network and case management system.

Job Summary:  The District Program Officer will be responsible for smooth implementation of project activities within the beneficiary communities of the allocated District, which may be Mbale, Tororo, Busia or Kotido. The District Program Officer will be supervised by the OVC/Case Management Manager, with matrix reporting to the Social Protection & Livelihood Officer and the SGBV Community Engagement Coordinator for technical support.

Key Duties and Responsibilities:

  • To work as a liaison person between the project and the district to ensure project activities are well planned, coordinated and implemented in harmony with the district priorities operations to achieve the intended objectives, Participate in making workplans, drawing activity schedules, raising activity requests, implementing activities and writing relevant reports.
  • Always seek to understand and work with the district and project relevant staff to lay strategies to achieve prevailing project priorities in time.
  • Lead, guide, and mentor the project team seconded to the district for proper and harmonized implementation of the planned activities with the district teams.
  • Supervise and appraise assigned staff to provide technical support to the district and health facility teams across the key technical areas supported by the project.
  • Support the design and rollout of community level interventions geared at addressing health determinants at individual, household, and community level.
  • Work with the district to coordinate with other implementing partners to avoid duplication and omissions for maximum benefit from the available resources.
  • Provide technical support to Para-social workers, Enumerators, and other community facilitators to deliver coordinated and integrated OVC services.
  • Assist in the development of capacity building materials, tailoring curriculum development for the beneficiary adolescents and families as well as participating in capacity building sessions.
  • Coordinate the implementation of social protection, HIV Case Management implementation, economic strengthening, school retention and learning development activities of the adolescent girls and young women, OVC and children and adolescents living with HIV (C/ALHIV) in the district of operation.
  • Provide technical assistance, supervision and capacity building to Para social workers and District Enumerators to ensure that all associated project activities are implemented, and results achieved as planned.
  • Create linkages and referrals for the various adolescent girls and young women, OVC and children and adolescents living with HIV (C/ALHIV) and other key populations to other community services.
  • Create and maintain good coordination and working relationships with the district leadership, sub-county, local government departments and institution and soliciting their support in participation in the project activities.
  • Representing UWESO at the district level, in general meetings with implementing partners, donors, key development actors and local authorities.
  • Support in the capture of required data, tracking and reporting of related program deliverable in an accurate and timely way.

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in Social Work and Social Administration, Social Sciences, or any other related field. A postgraduate Diploma in project planning and management will be an added advantage.
  • Three years’ experience in designing, implementing, and managing OVC programs in HIV settings in a fast-paced project.
  • Experience in implementing donor-funded projects
  • Excellent computer skills (Microsoft Office Programs)
