Job Summary: The District Inclusion Project Officer forms part of Finn Church Aid (FCA) Country Office in Uganda and his/her overall responsibility is to support the ECD Coordinator and Project Manager in planning and implementation, liaising and coordination with vital district and sub county level partners as and when required, monitoring and reporting of the UNICEF funded project – “Interventions for Disability in Early Childhood (IDEC)” in the above mentioned districts.
Key Duties and Responsibilities:
- Assist the ECD Coordinator and Project Manager in the implementation of FCA-UNICEF funded IDEC project in Kyaka II and above districts, Uganda.
- Establish, coordinate and be responsible for high quality IDEC programmatic work;
- Work with the ECD Coordinator and Project Manager to initiate and coordinate the planning of activities to ensure optimum utilization of project resources.
- Plan, implement and coordinate project activities within the above district, including the refugee settlements and the surrounding communities.
- Work in cooperation with the relevant local authorities, community leaders, organization of peoples with disabilities, relevant civil society and non-governmental organization collaborating, implementing partners, local community structures including village health committees (VHTs), adolescent volunteer initiatives (AVIs), and other stakeholders where appropriate in order to achieve the project objectives and facilitate project implementation;
- In coordination with the M&E unit, collect and tabulate on regular basis field data on project activities carried out and undertake assessment using participatory approaches for all rights holders to determine the relevance and impact of the project activities.
- Build capacity of the other Project staff in mainstreaming inclusion aspects in the entire project
- Regularly visit all rights holders sites where project activities are undertaken, check on progress and identify challenges, offer support as directed by the supervisors in line with the project objectives.
- Promote complementarity between the two programs of ECD and basic education
- Promote joint collaboration with UNICEF regional staff in the implementation of project activities in the district.
- Promote active participation of community, local leaders, rights holders and intermediaries in the planning, implementation, monitoring and evaluation of project activities as required.
- Assist the ECD Coordinator and Project Manager prepare periodical work plans and reports on project activities and achievements in line with the requirements stipulated in the project documents.
- Conduct follow up on all project activities to ensure efficiency, timeliness and program quality.
Qualifications, Skills and Experience:
- The ideal candidate for the Finn Church Aid (FCA) District Inclusion Project Officer job placement must hold a University degree or equivalent in Education, Special Needs Education, Community Based Rehabilitation, Social Sciences, SWASA, Development Studies, Public Health or other closely related fields.
- Minimum three years of experience in working with an NGO; one of which should be in a Humanitarian program related field operation.
- Experience in implementing and monitoring Education in Emergency projects with a special focus on Special Needs Education.
- Proven experience in community mobilization and awareness- raising.
- Experience with data collection, and report writing.
- Basic understanding of humanitarian approaches and standards.
- Experience in networking and working with local government, international actors and UN agencies, especially UNICEF.
- Flexible and capable of working and living in difficult circumstances in a multicultural context
- Willing to reside in the selected project area and refugee settlement and possession of a valid motorcycle license.

- High integrity, self-driven and able to set own work schedule with rigorous deadlines.
- Ability to initiate and complete assignments and to work under demanding circumstances with minimal supervision.
- Strong organization, supervisory, problem-solving, interpersonal, communication as well as team building and negotiation skills.
