Job Summary: The Socio-Economic/Early warning and Early Action (EWEA) Specialist will mainly ensure the project development and promoting sustainable livelihoods and enhanced socio-economic services for the target population; Activities will assist in accelerating progress towards the achievement of the project objectives and MDGs through improving the living standards of the people targeted by the project.
Key Duties and Responsibilities:
- Oversee and support design, development of the relevant socio-economic, Emergency Preparedness and Response Plans and Urban DRR plans and activities of the project;
- Support and ensuring effective coordination and information sharing on project activities with relevant project staff and stakeholders in liaison with the Project Manager;
- Provision of technical guidance to relevant counterparts/project staff on programmatic and project implementation issues with a view to ensuring that effective assistance flows directly to targeted beneficiaries;
- Ensuring needs and community capacity assessments are completed and technical assistance is provided effectively.
- Keenly analyze relevant subject specific science based information to generate hazard specific decision support products to suit the needs of vulnerable sectors such as agriculture, water, energy, etc. for utilization by stakeholders at all levels (community, City/Local Governments, Provincial and National governments);
- Analyze hazard, vulnerability and risk and potential impacts to vulnerable sectors based on subject specific information in order to design appropriate climate risk reduction interventions and climate change adaptation measures to suit all levels (community, City/Local Government, Provincial and National governments);
- Generate / prepare advance hazard specific early warnings, end-to-end EW system development and dissemination of relevant information to communities at risk as well as to sector specific stakeholders such as agriculture, water, energy, etc at all levels;
- Develop Standard Operating Procedures (SOPs), Concept of Operations (CONOPs), Decision Support Systems (DSSs) for effective dissemination of Early warnings to communities at risk.
- Develop Climate Risk Management ( CRM) /Climate Change Adaptation (CCA) strategies and identification of risk management opportunities to address residual risk within different eco-systems to minimize socio-economic effects on lives, livelihoods, economic assets and infrastructure;
- Analyze socio-economic and physical vulnerabilities to changing climate and climate risk environment, utilizing results from research on historical impacts, current adaptation /coping strategies and policy and institutional landscape, and changing socio-economic conditions (population growth, urbanization, economic growth, consumption trends, environmental degradation, etc.);
- Provide resource inputs in development and delivery of training & capacity building programs on the subject to enable user institutions and communities to translate risk information and apply decision support tools for CRM and CCA;
- Advocate for the integration of CRM and/or climate forecast information application in development planning process and mainstreaming;
- Assisting in developing strategic approach to achieving program goals and sustainability of the CRM and climate risk management programs undertaken by Uganda Red Cross Society;
- Assistance in increasing the program outreach through development of new programmes, engagement in advocacy, assistance in fund mobilization, enhancement of existing partnerships and development of new partnership to increase the outreach;
- Other duties and responsibilities as assigned by the IARP Project Manager.
Qualifications, Skills and Experience:
- The ideal candidate for the Uganda Red Cross Society (URCS) Socio-Economic/Early warning and Early Action (EWEA) Specialist job opportunity should preferably hold a Bachelor’s degree in the fields of Meteorology, Hydrology, Agro-meteorology; Disaster Risk Management, Climate Change Adaptation or other related fields from a reputable institute;
- Post Graduate qualification in in the fields of Meteorology, Hydrology, Agro-meteorology; Disaster Risk Management, Climate Change Adaptation or other related fields from a reputable institute will be an added advantage;
- Three years of hands-on experience in undertaking climate risk management/climate change adaptation, early warning system development and utilizing climate information to reduce the physical & socio-economic impacts to communities and vulnerability of relevant sectors;
- Experience in climate related hazard risk information generation and dissemination to vulnerable communities/sectors;
- Experience in design, implementation and management of projects related to climate risk management and adaptation to climate change.
- Knowledge in training and capacity building in the above mentioned fields;
- Demonstrated experience in documentation and development of Knowledge management products;
- Demonstrated experience in Climate related Hazard specific information generation, application, translation / interpretation and dissemination to all levels including sector specific stakeholders;
- Proficiency in English language, oral and written communication including having a demonstrated track record in technical report writing and ability to communicate technical matters effectively to general audience;
- Excellent interpersonal skills, team-oriented work style, and experience in working in a multi-cultural environment.
