The Petroleum Authority of Uganda (PAU) is a statutory body established under Section 9 of the Petroleum (Exploration, Development and Production) Act 2013, and in line with the National Oil and Gas Policy for Uganda which was approved in 2008. The PAU’s mandate is to monitor and regulate the exploration, development and production, together with the refining, gas conversion, transportation and storage of petroleum in Uganda. This includes ensuring that petroleum operations in Uganda are carried out in accordance with the relevant laws, regulations, guidelines, statutes and in line with international best practice for the petroleum industry.
Job Summary: The Environment Engineer will work under the supervision of the Senior Environment Engineer to advise on appropriate engineering solutions to mitigate environmental impacts of oil and gas activities in order to avoid environmental degradation/pollution.
Key Duties and Responsibilities:
- Advise on policies, regulations, standards, strategies, guidelines and plans regarding technology required to avoid environment degradation and/or pollution from oil and gas activities.
- Review technical reports to ensure that appropriate designs are developed and implemented to avoid environment degradation and/or pollution.
- Advise on pollution control and waste management strategies and plans
- Participate in inspection and monitoring field operations to ensure compliance to environment laws, regulations, standards and guidelines and applicable codes of practice.
- Participate in the development and periodic review of a sectoral integrated health, safety and environment management system.
- Create awareness/ promotion of technology required to meet the challenges of environment degradation and/or pollution in the sector.
- Participate in the preparation, implementation and/or review of Environmental Assessments and Risk Assessments.
- Participate in site Audits and follow-up on identified issues.
- Participate in inspection of facilities, machinery and equipment to facilitate relevant certification and compliance with environment, safety and health legislation, standards and guidelines.
- Perform any other duties as may be assigned from time to time.
Qualifications, Skills and Experience:
- The applicant for the Petroleum Authority of Uganda (PAU) Environment Engineer job placement must hold a Bachelor’s degree (Hons) in Environmental Engineering or Technology or related engineering disciplines from an internationally recognized institution.
- At least three years’ working experience in the oil and gas sector operations, with specific responsibility for environment issues.
- A Master’s degree in Environmental Engineering, Environmental Science, Chemical Engineering or a related degree from an internationally recognized University.
- A qualification in the oil and gas sector from an internationally recognized institution;
- Membership with nationally and internationally recognized professional bodies;
- Experience in pollution control and remedial technology applications
- Experience in environmental modelling computer applications
- Innovative and with a proven high level of integrity.
- Ability to work independently and in a team.
- Excellent interpersonal and communication skills.
- Excellent research and analytical skills.
- Proficiency in the relevant computer packages like Microsoft Word, Microsoft Excel and Microsoft Access, among others
