The United States Embassy in Kampala, Uganda has enjoyed diplomatic relations with Uganda for over 30 years. Ambassador Deborah R. Malac currently heads the U.S Mission to Uganda. The Mission is composed of several offices and organizations all working under the auspices of the Embassy and at the direction of the Ambassador.

Job Summary: The Research Specialist serves as a principal advisor, expert and coordinator of NIH Research program activities, participates in the inception, design, conduct, analysis and dissemination of the NIH research agenda and findings. The Research Specialist will in consultation with the Scientific Director guide, coordinate and conduct comprehensive Research of the National Institutes of Health-Uganda; including conceptualization, design, implementation, collaboration and operational management of the Uganda NIH-ICER Research agenda; program and Management; s/he will do this in close collaboration with NIH in-country Research Collaborators.
Qualifications, Skills and Experience:

- The applicants for the US Embassy Research Specialist career opportunity should hold a Doctoral level degree (Doctor of Public Health (DrPH), Doctor of Medicine (MD) or Doctor of Philosophy (PhD) from an accredited University
- A minimum of eight years of senior level public health experience in developing, designing, implementing and/or conducting research including but not limited to infectious diseases, working with/in government, an international Non-Governmental Organization or diplomatic arena in a senior Research position with proven publication track record and demonstrated leadership of Research teams is required.
- Comprehensive knowledge of current infectious diseases issues including but not limited to HIV/AIDS prevention activities, community engagement, counseling and interventions, behavior change, testing and treatment and collaborative research associated therewith is required.
- An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international research and other public health program is required.
- Detailed knowledge of the host government health care system and structures and current HIV/AIDS demographics is required.
- Good working knowledge of team management techniques to plan, organize, coordinate and direct multi-disciplinary teams and activities is required. Must be conversant with several appropriate research designs.
- Excellent working knowledge of general management and administrative work areas; Human resources management, communication management and manuscript writing ability is required
- Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Proven publication record in peer reviewed journals.
- Prior experience leading research teams effectively.
- Ability to analyze, understand and discuss new program design, management and implementation approaches is required.
- Proven skills in interpretation of program results, direction and research agenda are required.
- Considerable innovation will be required to influence other collaborative organizations engaged in HIV/AIDS and other infectious diseases programs to adopt appropriate strategies for their program activities.
- Ability and comfort working with limited supervision and to think independently;
- Ability to work effectively with high degree of accuracy to produce quality work;
- Proven ability to demonstrate initiative, engage and work closely with internal and external stakeholders, build consensus, monitor issues and tasks, meet deadlines and priorities, and ability to work in diverse teams and to manage others;
- Ability to communicate and present ideas clearly and confidently, articulate issues and recommend practical solutions is required.
- Keyboarding skills that includes accuracy are required. Intermediate user level of word processing, spreadsheets and databases is required. (This may be tested.)
- Language: Level IV –Fluency in speaking/writing/reading English language is required. (This may be tested.)
