Job Summary: The role of the Project Manager for the Innovative Approaches in Response Preparedness Project (IARP) will be to provide overall technical and programmatic oversight to the IARP Project and coordinate scanning for Grants in support of URCS programmatic funding.
Key Duties and Responsibilities:
- Primarily provide oversight to URCS Project Manager: proper planning, budgeting, implementation, monitoring and evaluation and reporting of the Innovative approaches to response preparedness project (funded by IKEA foundation);
- Prepare the IARP country plan and budget closely with URCS Project Manager and with the relevant advisor of NLRC;
- Facilitate regular communication with URCS about donor specific regulations, and internal policies and procedures;
- Review project progress together with URCS Project Manager, ensuring the tracking of project progress against targets, and reviewing quarterly program reports and financial reports with senior management;
- Provide accurate and up to date information to the NLRC country representative and NLRC HQ regarding progress and deadlines;
- Follow and facilitate continuous learning from past project experiences from other NS and RC partners (PNSs, IFRC, RCCC, ICRC) where relevant for URCS and for the project;
- Provide guidance and capacity building of URCS IARP staff involved in the project (financial management, grant management, among others) and facilitate continuous learning through collection and dissemination of lessons learnt and best practice, and development and delivery of relevant training and mentoring to the URCS;
- Work closely with the technical partners (Climate Centre, 510 and Kenya Red Cross who provide technical guidance for the 3 project pillars (Forecast Based Financing, Data Preparedness and Cash Transfer).
- Scouting for resource mobilization opportunities- donor engagements, scanning for funding opportunities, guiding proposal writing etc.;
- Support in preparing project proposals and other new business proposals;
- Reviewing, preparing and managing project contracts/agreements and advising SG on the same;
- Conduct research on prospective donors to identify and evaluate current needs and assembles materials needed for the proposals;
- Work towards the achievement of URCS and NLRC goals in Uganda through effective managerial and lateral relations and teamwork;
- Support a well-coordinated and complementary Movement approach;
- Represent the NLRC and URCS where necessary;
- Perform other work related duties and responsibilities as may be assigned by the supervisor;
- To uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.
Qualifications, Skills and Experience:
- The ideal applicant must hold a Master’s Degree in Economics and or Planning or a related field from a reputable institution;
- Bachelor’s Degree in Economics, SWASA, Disaster Management, Environment Studies, Climate Change studies or relevant field related to Emergency Preparedness and Response and Disaster Risk Management from a reputable institution;
- At least four years of relevant work experience in at least two or all of the following roles:
- Project Planning, Management and Coordination experience with international donors at a senior level including at least 3 years in developing country contexts;
- Experience in scanning for resource mobilization and donor funding mobilization.
- At least experience in Forecast based financing, Data preparedness and Cash Transfer Programming (CTP) is desirable.
- Essential Knowledge
- Strong leadership, team building, negotiating, influencing and relationship building skills.
- Project management experience with a priority given to those who can demonstrate analytical, planning, monitoring and reporting skills.
- Comfortable working autonomously and across multiple tasks and reporting into different project working teams and staff members
- Ability to work with a broad range of people including donors, Board members, colleagues
- Fluent written and spoken English.
