Job Summary: The Public Health Specialist (Care & Support) is supervised by the WRAIR Country Program Director and will work closely with Walter Reed Army Institute Research/ U.S. Military HIV Research Program (MHRP) Global Health team and the local implementing partner (IP) in Uganda to coordination to design, implementation, coordination, and evaluation of a broad range of program activities and studies required to implement the President’s Emergency Plan for AIDS Relief (PEPFAR) for WRAIR in Uganda. The incumbent as directed by the WRAIR Country Program Director represents the MHRP on HIV care and treatment and prevention issues at technical, policy and strategic planning meetings, including meetings with MOH, collaborators and donor agencies.
Qualifications, Skills and Experience:

- The applicants for the United States US Embassy Public Health Specialist (Care & Support) job opportunity should hold a Master’s degree in Medicine, Public Health, Nursing, Epidemiology, Behavioral or Social Sciences field is required.
- A minimum of five years of mid-to-senior level public health experience in developing, implementing and evaluating HIV/AIDS or other public health programs and two years at a supervisory level that involve coordination with an international agency, USG or implementing partner is required.
- Comprehensive knowledge of current HIV/AIDS issues, prevention activities, community engagement, counseling and interventions, behavior change, testing, and treatment, especially in a rural setting, is required.
- An in-depth knowledge of the range of programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required.
- Detailed knowledge of the host government health care system and structures (including familiarity with MOH policies, program priorities and regulations) is required.
- In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of programs is required.
- Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.
- Good working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.
- Comprehensive knowledge and experience in HIV/AIDS is required.
- Thorough public health knowledge of current HIV/AIDS issues is required.
- Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required.
- Excellent oral and written communications skills to develop and maintain effective working relationships with national and international health partners are required.
- Language: English Level IV (Fluent) reading/writing/speaking is required.
