The Infectious Diseases Institute (IDI) is an international non-profit organization which is a partnership of infectious diseases and public health specialists. The overall objective of the IDI is to strengthen health systems with strong emphasis on Infectious Diseases, through Research and Capacity Development. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research and Laboratory services (provided through a partnership with the Makerere University – John Hopkins University Core Lab) and Outreach.
About CDC / PEPFAR Project:
IDI received funding from Centers for Disease Control and Prevention (CDC)/PEPFAR, IDI is implementing comprehensive HIV/AIDS services in the Kampala region of Uganda under the project: “Accelerating epidemic control in Kampala region of Uganda through scale up of evidence based and high impact interventions towards achievement of UNAIDS 90:90:90 targets.”
Job Summary: The Assistant Mobilization Officer will ensure that mobilization of eligible males for circumcision is done and that the targeted numbers of men coming for circumcision per a facility per day is achieved /surpassed. The incumbent will work with the Mobilization Officer, to generate plans that will lead to reaching and bringing the targeted men for circumcision. He / She will also be responsible for setting up, coordinating and overseeing the different teams doing mobilization of men for circumcision on behalf of the project in the Kampala-Wakiso Region.
Key Duties and Responsibilities:
- The jobholder will plan, design and oversee the implementation of the demand creation plan for SMC services amongst the communities in the Kampala – Wakiso Region.
- Adopt the existing MOH SMC mobilization strategy to suit the different project sites.
- Organize and oversee the mobilization of clients for circumcision across all VMMC sites.
- Participates as a full member of the expanded VMMC team by communicating effectively and liaising with other members of the coordination team.
- On behalf of IDI, will implement the following strategies in the rollout of Safe Male Medical Circumcision:
- Adopt and implement the MoH comprehensive SMC communication strategy.
- Develop a brand name – emphasizing safety, no pain and benefits of SMC
- Develop and disseminate SMC and HIV prevention messages in appropriate languages targeting primary and secondary audiences in the communities.
- Advocacy for SMC at national, district and community level promoted.
- Engage CBOs, health marketing organizations and media to drum up support for SMC.
Qualifications, Skills and Experience:
- The ideal candidate for the Infectious Diseases Institute (IDI) Assistant Mobilization Officer – VMMC job placement should preferably hold a Bachelor’s degree in Social Work and Social Administration, social sciences, Mass communication or related field.
- Possession of a post graduate training in public health, Project Planning and Management or a communication field is an added advantage
- A minimum of three years of proven working experience in mobilizing communities to utilize health services.
- At least two years of experience managing community mobilization teams
- Excellent oral presentation skills
- Ability to work with little or no supervision.
- Possess key personal competences in Team and communication skills, networking and partnership skills.
- Previous experience in mobilization for SMC will be an added advantage.
