About UNHCR:

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.

Job Summary:  The Assistant Health Information System Officer will be member of the Public Health team and will support to coordinate and provide support to Public health monitoring and evaluation function of the unit with strong emphasis on timelines, completeness, analysis, feedback and dissemination of the health information to the partners at the country office and sub offices. The incumbent will work with the Public Health team to ensure efficient and effective data program data management practices are implemented in the refugee settlements to meet minimum UNHCR and international standards Uganda is currently hosting over 1.1 Million of refugees in 12 districts. UNHCR, together with its implementing partners (MTI, AHA, RMF, IRC, AIRD and District Local Governments) and the government of Uganda, are ensuring access to health services in refugee settlements and require health information to inform programming and monitor the service provision to refugees. Health Information for refugees is currently updated and new products like the Balance score card quality monitoring, Referral Database and Twine need to be continuously rolled out to the partners and be able to report and monitor the programmes as well as disease surveillance and sharing monthly update and reports. As part of the Comprehensive Refugee Response Frame work, the Refugee Health information is being integrated into the Health Management Information System and this will require regular coordination with the Ministry of Health and UNHCR HQ to ensure a smooth transition and integration.

Key Duties and Responsibilities: 

  • Support UNHCR and its partners in the collection, analysis, interpretation, dissemination and use of integrated Refugee HIS data. This includes support to improve data timeliness, completeness and quality.
  • Support the implementation of the Health Access and Utilization Surveys among the urban refugees as well as support to the Food security and Nutrition Assessments. Ensure a regular flow of data from country to regional level, according to the HIS calendar and reporting mechanism.
  • Work with UNHCR Regional and HQ to address getting HIS data from the integrated National Health Management Information and disease surveillance systems.
  • Prepare regular statistical bulletins of HIS data and share with decision makers at country, regional and HQ levels.
  • Provide technical guidance and training material to strengthen health information management and other tools like Balanced Score Card, Twine, Referral database among others within UNHCR and its partners.
  • Provide regular technical and troubleshooting support to UNHCR and partners on issues related to HIS tools and software.
  • Advise and support UNHCR and its partners to design and implement public health evaluations and special studies to complement routinely collected information.
  • Participate in monitoring and evaluation visits to review data collection and reporting practices.
  • Assist in organizing and facilitating refresher training workshops for UNHCR and partner staff on health information management.
  • Facilitate the use of data and information among stakeholders for program and policy decision making, awareness raising and advocacy.
  • Perform other duties commensurate with training and experience evolving from emerging needs and as assigned by the technical supervisor.
  • Ensure data security and confidentiality standards are met and maintained.
  • Coordinate data collection and other HIS activities with the IPs, MOH, sister UN agencies and NGOs.
  • Draft reports from the various projects being implemented in the refugee operation and compile minutes of the health coordination meeting

Key Performance Indicators:

  • Collation, analysis and dissemination of the monthly health information reports from all the implementing partners
  • Train all the implementing partners in the health implementation with ability to analysis and dissemination reports to the forum.
  • Initiate the community health reporting system from the refugee settlements
  • Analysed monthly referral database reports and disseminated
  • Summarized weekly highlights and Monthly from the field and calendar of events

Qualifications, Skills and Experience:

  • The ideal candidate for the United Nations UNHCR Assistant Health Information Officer job placement should hold a Bachelor’s Degree in Statistics and Bio-statistics and ICT
  • A minimum of two years of work experience in monitoring and evaluation or in the design and management of information systems related to primary health care
  • Experience in the health programme specifically with refugee programs or Community based health services
  • Strong analytical and report writing experience in a health programme
  • Experience working with refugee operation
  • Experience in the development and/or on-going operation of health management information systems (HMIS), including experience in database management and maintenance
  • Demonstrated ability to link routine health information and quantitative research findings to program planning, service delivery, and policy-level decision making
  • Experience preparing and delivering presentations, facilitating workshops and meetings and training others in elements of HMIS and monitoring and evaluation
  • Computer literacy with experience in word processing, presentation, spreadsheet and statistical analysis software
  • Have an awareness of national information systems including system for diseases surveillance, early warning systems or other epidemiological surveillance systems
  • Good computer skills with knowledge of common statistical analysis and database management packages such Excel, SPSS, EPI DATA, STAT, IRHIS, Referral Database, and Balanced Score Card, RX Solutions.
  • Ability to work independently and to manage various projects on a daily basis with minimal supervision
  • Good Communication and computer skills, planning and organization competencies.
  • Ability for analytical and creative thinking for rapid solution(s);
  • Ability to produce high quality output with desirable results;
  • Good communicator with strong inter-personal and negotiation skills to deal with persons of various cultural and educational backgrounds;
  • Strive to live up to high ethical and professional standards;
  • An outgoing personality and a team player with service-oriented attitudes.
  • Fluency in English
  • Previous work experience with a UN funded programme agency desirable.
