Uganda Red Cross Society (URCS) is the leading national humanitarian organization in Uganda and a member of the International Red Cross Red Crescent Movement. The ICRC is an International humanitarian institution which has a mandate to protect victims of international and armed conflicts i.e. the wounded, refugees, civilians, prisoners and other non-combatants.

Job Summary: The Finance & Administration Officer will be responsible for supporting the Netherlands Red Cross Uganda Team in general administration and financial matters, e.g. carrying out accounting and treasury tasks including preparation of financial reports, maintenance of cash books and inventory lists as well as journalizing transactions. She/He will further be involved in preparing and documenting financial transactions and provide logistic support including procurement, pro-forma collection and bid analysis.

Key Duties and Responsibilities:

Accounting Responsibilities – support to NLRC field office:

  • Ensure accurate accounting, authorizations and internal control procedures are met for all payments before cheques are issued and run weekly petty cash, cash bank balances for Country Representative approval. Organize monthly document expenditure vouchers and supporting documents chronologically and perform administration on the cash book both for cash transactions and bank transactions. Ensure bank statement balances /match cash book bank balances.
  • Perform monthly cash count and bank reconciliation for all bank accounts (hard & local currencies) .
  • Closely monitors WAs reconciliation received from the delegates and advise accordingly;

Project Reporting:

  • Review and check  the completeness and mathematical accuracy  of ongoing  projects implementation quarterly financial reports and supporting documents submitted  by URCS Finance Department for The Netherlands RC Office.
  • Work closely with URCS Project Accounts Division.
  • Operate (compile and enter expenditure into) The Netherlands Red Cross Field Accounting Tool (WINPACCS).
  • Monitor budget vs expenditure analysis and advice Country Representative on issues for further discussions with URCS Financial Department;

Logistical Support:

  • Provide logistical support such as follow up with URCS procurement on status of procurement. Undertake procurements for The Netherlands RC Office as per procurement procedures.
  • Maintain the list of suppliers, addresses, name of contact persons on major office equipment and supplies.
  • Expedite transport, check the accuracy of log-books: timely filled, signed and authorised by the relevant user. Prepare and update an inventory list bi-annually;

Treasury Responsibilities:

  • Maintains and administers petty cash and ensures payments are in accordance with the budget and comply to internal control and authorization procedure.
  • Ensure appropriate cash level/ liquidity is maintained and cash security and performs cash count on weekly basis with the Country Representative.
  • Prepare cash replenishment request with a breakdown of cash needs and with breakdown showing how the last cash withdrawal was spent;

Processing payments:

  • Prepare payments for approval by Country Representative, ensuring proper coding and allocation to the right project and required supporting documents.
  • Track payment dates and invoices for all suppliers, house lease contracts including utility bills and insure that payments are done without delays.
  • Maintain a schedule of payables. Clear NLRC staff working advances within set deadlines and according to The Netherlands RC rules and guidelines;
  • Assist Country representative in office administration, travel arrangements – visas, tickets/hotel bookings for the delegates and visitors;
  • Set-up and maintain accurate financial (invoices, receipts and cover documents) and administration (leasing agreements, HR, vehicle) filing system hard copies and electronic back-ups.

Qualifications, Skills and Experience:

  • The ideal candidate for the Uganda Red Cross Society (URCS) Finance & Administration Officer job opportunity should preferably hold a Bachelor’s degree in Finance, Accounting or relevant qualification in Accounting from a reputable institution;
  • Qualified or finalist of ACCA or CPA.
  • At least three years of solid work experience in accounting preferably working for International NGO or similar organization;
  • Profound work experience in the application of an accounting software;
  • Prior experience of software WINPACCs is an added advantage.
  • Essential Skills
  • High Level of integrity;
  • Must be computer self-supportive and solid knowledge of EXCEL;
  • Good command of English language both written and spoken;
  • Good communication skills;
  • Willingness to travel to remote areas.
