Job Summary: The Officer, Cash Transfer Programming (CTP) will be responsible for providing Cash Transfer Programming technical and operational support in the design, development, implementation, documentation and reporting; specifically unconditional cash grants within the Uganda Red Cross Society IARP project. The position will consolidate information about what at-risk and disaster affected families used their cash to purchase and how it contributed to their well being status.
Key Duties and Responsibilities:
Project Planning, Implementation and CTP Program Development:
- Ensure quality collection of data, assessments and proposal development related to CTP and provide overall inputs into the strategic development of the URCS CTP Program in the relevant sectors;
- Prepare and maintain/update detailed CTP work plan(s) that support and achieve the overall timeline and completion date while managing/monitoring CTP budgets and track expenditures to ensure that all spending is in line with approved budgets and timelines, including developing monthly program spending plan and cash forecasts;
- Develop implementation guidance on selection criteria for participation in CTP, and capacity building of URCS project staff and volunteers including partners at the field to implement cash and voucher programs in a technically appropriate way through knowledge transfer training, mentoring, development of good practice and evidence based operational research;
- Support in the development of Guidelines/Standard Operating Procedures for cash transfer programming (cash for work, conditional and unconditional cash grants, vouchers programming) and ensure it is implemented/followed in CTP;
- Ensure appropriate vulnerability and targeting criteria is used to register the most vulnerable families to benefit from cash assistance, including registration and correct data entry to the database system;
- Work closely with the relevant Program staff and volunteers to identify appropriate cash transfer modalities for the URCS’ IARP Project and related interventions;
- Provide direction and monitor implementation of the CTP work plan and quality of technical activities, share relevant information and direction to improve quality and achieve timelines;
- Develop and maintain a well updated beneficiaries database for the cash transfers, and vendor(s)’ transactions or electronic transactions adhering to requirements of confidentiality of beneficiary records.
- Develop and document appropriate mechanism for cash transfers, ensuring that transfers adhere to the URCS’s policies and procedures and that effective, transparent accounting procedures are in place and are adhered to;
- Work closely with the URCS procurement, logistics and finance teams regarding identification of service providers and procurement of beneficiary communication tools, transport and cash payments;
- Conduct any necessary market assessments related to CTP and document for sharing and learning.
Project Monitoring & Reporting:
- Develop the initial monitoring plan for the cash programming component to include market and price monitoring;
- Undertake regular field monitoring visits to assess progress and identify technical quality issues and/or other implementation issues, provide solutions and implement modifications as required;
- Ensure all monitoring activities are fully documented, including systematic and timely data collection as required under the project and for URCS M &E purposes;
- Carry out monitoring of all cash transfer elements of the project CTP activities ensuring targets are met;
- Prepare periodical updates, quality and timely monthly, quarterly and annual reports in the prescribed templates and in line with project indicators and donor requirements with a view of reporting on progress of the project implementation and share with the line supervisors;
- Carry out monitoring and evaluation activities including process, market and impact monitoring and capture learning and feedback to improve the Cash based response;
- Document cash transfer processes throughout the project life time in a fact sheet to be used in producing case study report to be shared internally and with partners;
- Participate in the organization’s review meetings of CTPs to identify lessons learned.
Partner Management, Coordination & Representation:
- Represent URCS at external cash coordination forums at National and Regional/District/Project implementation area (compulsory at field level) as may be asked – including Cash Working Groups, and the CaLP regional and National working groups;
- Actively participate in the various coordination meetings and information sharing activities with UNCHR, national NGOs, international organizations, donors and government about CTP, food security, and livelihoods;
- Attend programme progress review events and contribute to future programmatic priorities.
Qualifications, Skills and Experience:
- The ideal candidate for the Uganda Red Cross Society (URCS) Officer, Cash Transfer Programming (CTP) job opportunity should preferably hold a Bachelor’s degree in Statistics, Economics and Business Management Degrees from a reputable institution;
- Postgraduate qualification in Statistics, Economics and Business Management Degrees from a reputable institution will be an added advantage;
- Certificate in Cash Transfer Programming and Market Analysis will be an added advantage;
- Technical expertise on and experience in working with Cash Transfer Programming is an advantage.
- Two years’ experience in implementing cash transfer programming in an emergency or developmental context among the pastoralist communities;
- Humanitarian Response experience preferred
- High level of financial discipline and integrity;
- Proven abilities in developing work plans, data collection and analysis and performance monitoring;
- Strong capacity building and facilitation skills;
- Strong communication and interpersonal skills with proven team player attributes ;
- Proven ability to develop reports and prepare relevant publications;
- Demonstrated technical expertise in project management, budgeting, resource management, implementation ability as well as programme monitoring and evaluation;
- Demonstrated proficiency in computer applications such as word processing, spreadsheets, database, email and utilization of the internet;
- Knowledge in community based targeting methodology;
- Ability to work well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
