The ICRC is an International humanitarian institution which has a mandate to protect victims of international and armed conflicts i.e. the wounded, refugees, civilians, prisoners and other non-combatants.
Job Summary: The Safer Access Framework Officer will work within the framework of the URCS policies and procedures and in accordance with Fundamental Principles of the Red Cross Movement to facilitate the implementation of activities related to Safer Access Framework (SAF) through mainstreaming the concept into all URCS humanitarian interventions.
Key Duties and Responsibilities:
- Actively contribute towards Partners National Societies (PNSs) and IFRC’s work towards a common RCRC Movement approach on matters linked to Safer Access
- Provide relevant technical support in the application of SAF to the URCS, ICRC and other Movement partners based on the National Society needs and priorities
- Develop and support the National Society’s activities to disseminate about and implement, at the national, sub-national and local levels, the Safer Access Framework, based on the model and tools produced for the Movement by the ICRC.
- Lead, manage and coordinate the National Society’s activities related to the eight elements of the Safer Access Framework, in close collaboration with other responsible departments.
- Conduct context threat assessments and security risk management activities, incorporating the input of other responsible departments; as the basis of advising the National Society management on issues related to acceptance, access and security
- Understand the interaction of statutory, constitutional and legal frameworks and the role that these play in contributing to achieving the National Society’s Safer Access objectives, including those related to the use of the Red Cross Emblem.
- Work to ensure that relevant SAF elements are included in the URCS programmes and activities such as Health, DM, Branch Capacity Development and or contingency planning and conflict response tools.
- Contribute as directed to the implementation of Safer Access Framework objectives at national, and local branch level in the field.
- Be focal person to assist URCS Management develop the objectives of each of the eight elements of the URCS Safer Access Framework in consultation with the ICRC.
- Conduct security incident mapping and analysis to inform a national threat assessment and conduct risk management studies to enhance the security of the National Society operations at national, district and local levels.
- Act as a national focal point for security matters.
- Develop and deliver security related training about the Safer Access Framework in conjunction with the URCS Management and Movement partners.
- Establish and maintain a day to day monitoring of security trends in order to adapt security advice to evolutions in the Ugandan context.
- Report as directed on changes in the security situation and recommend how to adapt operations to maintain a safe and secure working environment for all staff (URCS and other Movement partners as needed) and volunteers.
- Establish and maintain a periodic and specific URCS incident reporting system for the National Society based on recognized Movement models.
- Support, and be an active participant, in the Movement (URCS, ICRC, and IFRC) Security coordination mechanisms
- Capture and document SAF good practices and / or select experience and submit it to the ICRC for dissemination
Qualifications, Skills and Experience:
- The ideal candidate for the Uganda Red Cross Society (URCS) Safer Access Framework Officer job must hold a Bachelor’s degree in Law, Development, Peace & Security or related fields
- Post Graduate Qualifications in the related field will be an added advantage
- One year of post-graduation experience in working in the areas of humanitarian Security and Risk Management, and practical application of Safer Access for response (for personnel) to disaster operations
- Demonstrable understanding of safety & security contexts and ways to reduce personnel security risks
- Operational experience in a diverse range of insecure contexts (African experience beneficial)
- Knowledge of Red Cross Movement will be of added advantage
- Very good interpersonal skills and cultural and politico-social sensitivity is preferable
- Good leadership skills and ability to work on own initiative and to solve problems
- Innovative thinking and analytical ability
- Strong demonstrated skills working with external partners and bringing several stakeholders together for a common goal
- Working, at times, under tight deadlines
- Proven ability to coach and mentor others to develop specific knowledge and skills, with a positive attitude towards learning & sharing
- Knowledge and experience of security in a humanitarian environment
- Strong and proven communication and negotiation skills
- Effective spoken and written English, Kiswahili and other widely spoken local Languages
