DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.
Job Summary: Before deployment to DRC Uganda, the selected EU Aid Volunteer will complete a 2 months apprenticeship in DRC Headquarters in Copenhagen, Denmark from May to June 2019. The apprenticeship will provide a solid grounding in DRC’s organizational mandate, values and ways of working; relevant technical and sectoral areas of work; the in-country development and humanitarian context; roles, responsibilities and expectations for Volunteers, mentors and line managers; communications, human resources and security policies and procedures.
Key Duties and Responsibilities:
Programmatic support:
- Support MEAL team with setting up MEAL systems for program activities;
- Support the application of established Quality Benchmarks in project activities;
- Participate in implementation planning alongside the project team as well as project/program reviews and reflection sessions;
- Participate in Accountability activities and supporting the functioning of the accountability mechanism including documentation of beneficiary feedback mechanism;
- Assist the MEAL team with simple ad-hoc map production and visualisation.
Support monitoring and evaluation effort of projects:
- Logistical and administrative support for monitoring/data collection visits;
- Participating in data collection in the field, data entry and data analysis as required;
- Support the collection of material (including GPS points and photos) for documenting case studies and success stories as well as voices of beneficiaries;
- Participate in production of reports by using data collected through monitoring activities.
Support in data management systems:
- Assist with setting up of data management systems; including supporting roll-out of databases as well as designing and developing data collection tools and setting data analysis plans.
Support documentation of learning and knowledge management initiative:
- Support documentation of learning through production of learning products such as success stories, lessons learned and learning briefs;
- Assist with facilitating reflection opportunities, including meetings and workshops towards developing a strong learning culture;
- Organize brown bag seminars with staff to digest lessons from analysis and to deepen reflection on achievements and failures that serve to improve program /project design including tracking application of lessons Learned;
- Contribute to drafting learning papers that capture lessons from DRC work and maintain Lessons learned database.
Any other activity as reasonably requested by the supervisor:
- Undertake other duties that may be required by the Head of programs, Program Quality Assurance Manager, MEAL Specialist;
- Participate to field mission and act as rapoutré, whenever necessary.
- The position duties are flexible to a degree to allow the candidate to develop skills they personally identify. This can be arranged in discussions with the line manager.
Project development:
- 10% of the EUAV time will be allocated for communication tasks, to demonstrate the value added and impact of the EU Aid Volunteers initiative and its different actions, and the professional contribution of EU Aid Volunteers. This will be implemented through specific channels discussed with the communications officer.
- Get in touch with the ECHO’s RIOs (Regional Information Officers) to, previously approved by the line manager, share information about HOPE and the experience to be an EU Aid Volunteer.
- Develop one story from the field (an anecdotal story about their experience/work/ impact) produced during the assignment that may be uploaded into the network for use by sending/hosting organisation and the European Union for communication purposes.
- Conference/workshop participation: Where appropriate, contribute to sharing experiences of life as an EU Aid Volunteer at conference/workshops organised by sending or hosting organisations and the European Commission.
Qualifications, Skills and Experience:
- The ideal candidate for the Monitoring & Evaluation Officer should have recently completed Masters Degree/Post Graduate Degree within Social Sciences, M&E, Statistics, IT, Geography or Geoinformatics;
- Excellent data analysis skills, especially for quantitative/qualitative data, including knowledge of statistical programs;
- Excellent level of English (spoken – written – reading);
- Excellent communication and writing skills;
- Knowledge of how to use research, GIS, photography and digital work to influence a program quality agenda.
- Strong organisational skills / Rigor / Ability to classify and to manage priorities;
- Capacity to take initiatives and propose innovative solutions;
- Ability to work in a multicultural environment and be respectful;
- Some level of knowledge in refugee response would be appreciated.
