The Danish Refugee Council (DRC) is a private, independent, humanitarian organization working on all aspects of the refugee cause in more than 36 countries throughout the world. The aim of DRC is to protect refugees and internally displaced persons (IDPs) against persecution and to promote durable solutions to the problems of forced migration, on the basis of humanitarian principles and human rights. DRC works in accordance with the UN Conventions on Refugees and the Code of Conduct for the ICRC and NGOs in Disaster Relief.

Job Summary: The Livelihoods Coordinator is responsible for designing, coordination, implementation, monitoring and follow up of DRC Uganda’s livelihoods and cash programming. The overall strategic objective of the livelihoods and cash programme is to develop durable solutions for conflict-affected populations in refugee settlements and in Karamoja region (refugees and host communities). He/she will furthermore play a significant role in sectoral coordination with other stakeholders including local and state authorities, livelihood and cash working groups, other INGOs, private sectors and other partners involved in the project.

Key Duties and Responsibilities: 

Strategic and program planning

  • Develop, coordinate, plan, implement, monitor and report on DRC´s Livelihood and Cash Programme for all the field operations.
  • Based on existing assessments, he/she will design interventions, national and local strategies and plans for the implementation of Livelihoods and cash transfer programmes;
  • Conduct assessment and analysis of needs; existing and potential financial institutions or traditional mechanisms for cash transfer programme and identify innovative/alternative payment modalities in consideration with the security situation in target locations;
  • Contextualize cash transfer guidelines, tools and training materials prepared by the organization on cash transfer processes and make necessary recommendation where appropriate;
  • Lead in developing new sustainable livelihood and cash transfer programme initiatives/proposals and fundraising relating emergency and longer term response;
  • Conduct further assessments and assist in preparation of proposals

Coordination

  • Participate in the Livelihoods, Cash and Environment inter-agency working groups, joining technical task forces as needed
  • Engage the CCD (Collaborative Cash Delivery) platform, and lead on coordination of the technical meetings of the CCD

Program Implementation, monitoring and reporting

  • Ensure continuous capacity building among staff in handling the Livelihood and cash programming.
  • Undertake regular field/onsite visits to ensure technical support to livelihood and cash staff and proper monitoring of the activities’ implementation in area of operation;
  • Provide regular updates on progress to HoP and other team members and senior management
  • Ensure donor and agency compliance is met at all levels of project/program management cycle
  • Review and endorse relevant financial and narrative reporting on all livelihood and cash related interventions.
  • Enhance the quality of Livelihood and Cash programming throughout the project cycle.
  • Provide overall budget monitoring, financial management and expenses control including compliance with minimum DRC and donor requirements.
  • Ensure lessons learned are documented, shared and reflected in program planning and decision making
  • Ensure that the DRC foods security and cash transfer projects are implemented in accordance with DRC standard regulations and procedures (e.g. Code of Conduct, CHS and DRC Operational Handbook);
  • Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place
  • Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations.
  • Regularly monitor project activities and provide timely inputs and feedback to the Area Managers (AM) and Head of Programmes (HoP)
  • Quality control and site monitoring to ensure that services provided are according to SPHERE and national standards
  • Work with HoP and M&E team to ensure M&E plan is being implemented, data is being collected from the field and regular reports are being produced.

Innovation, knowledge management and capacity building

  • Promote knowledge management by exchange of knowledge, information, situation analysis, experience or lessons learned; promote knowledge sharing and technical input or recommendations on major programme directions and on introduction of new initiatives in the country.
  • Manage the implementation, monitoring and documentation of resilience action research and innovation (technical or systems), ensuring rigorous monitoring and wide sharing of results.
  • Prepare learning/knowledge products, covering innovative approaches and good practices, to support overall livelihood sector development.
  • Support the professional development of livelihood/cash staff as relevant, to ensure our sector capacity remains up-to-date with latest developments.

Qualifications, Skills and Experience: 

  • The ideal candidate for the Danish Refugee Council (DRC) Livelihoods Coordinator job opportunity should hold a University degree in Environment, Agriculture, Agri-Business or Economics. Master’s Degree strongly preferred.
  • At least 5 years of work experience in similar positions
  • Relevant experience in business or market/economic development
  • Relevant experience in agricultural production, market assessments, rural market linkages, and capacity building in value chains
  • Experience in training field team
  • Experience in cash programming
  • Experience in implementing livelihood intervention in emergency settings
  • Fluent in English
