About UNITAID Project:
PATH, with support from UNITAID, will implement The STAR initiative Extension, a project fcused on addressing market barriers to HIV self-Testing ( HIVST) roll out, and establishing the structures, systems and oversight mechanisms necessary for HIVST scale up and long-term sustainability in Uganda. The project will pave way and support advocacy for new potential Global Fund (GF) and Presidents Emergency Plan for AIDS Relief (PEPFAR) investments into scale up of HIVST. The STAR Initiative Extension will achieve direct public health impact by reducing the number of new HIV infections and averting deaths due to HIV infection by increasing demand for and access to HIVST and subsequent treatment and prevention services. This project is expected to start in March 2020 until June 2021, in seven countries: Uganda, India, Indonesia, Mozambique, Tanzania, Nigeria, and Cameroon.
Job Summary: The Senior Program officer will be responsible for supporting Linkages and quality assurance related activities of the STAR Initiative. He/she should be able to provide practical support to ensure the different project models, monitoring, evaluation and Learning initiatives meet high quality standards and contribute to project goals. He or she will report to the project manager. This position will be based in Kampala, Uganda.
Key Duties and Responsibilities:
- Work closely with the health officials of related departments of MoH to ensure buy-in and alignment with project goals, activities and outcomes.
- Responsible for supporting the projecting monitoring to project relevant stakeholders including the donors.
- Support the project efforts to update polices and create and implement scale-up and financing strategies for HIVST programming in the country.
- Set up data collection systems for routine project monitoring and performance measurement.
- Develop project tools, design and implementation of project evaluation and other project relates studies
- Provide Technical assistance for the testing and evaluation of sustainable HIVST linkage models
- Provide oversight and monitoring of distribution channels/Models of HIVST kits.
- Support project’s continuous learning and sharing of evidence to key stakeholders including the donor community.
- Work with regulatory authorities to clarify and support the set-up of regulatory systems for HIVST products
- Provide targeted technical support to accelerate the adoption of HIVST including development of relevant SOPs, M&E frame works for different distribution models.
- Support and establish quality assurance initiatives in the project to ensure project sites perform in line with MOH policy guidelines.
Qualifications, Skills and Experience:
- The applicant should preferably hold a Bachelor’s degree in public health, health science or medicine, or equivalent degree required, or an equivalent combination of education and experience. Master’s in Public Health is an added advantage
- At least five years of experience implementing in conduction project evaluations or operations research.
- Experience in programming data collection systems, advanced data analysis and reporting including advanced excel, ODK programing.
- Experience implementing and evaluating new programs and integrating them into existing systems
- Experience to work in a multi-country, team-based organizational structure.
- Flexibility to work within multiple time zones and multiple teams across the globe.
- Problem solving and team player.
- Excellent interpersonal skills with ability to interact culturally, linguistically, with different stakeholders
- Excellent organization, attention to detail, coordinating, and management skills.
- Excellent oral and written English communication skills; demonstrated representational experience in professional and global fora.
- Experience introducing new tools and/or processes at the primary health care level is desired
- Must have legal authorization to work in Uganda
