About US:

Association for Aid and Relief Japan (AAR Japan) was founded in 1979 with a mission to help refugees from Indochina, and as a civil organization without any political, religious, or ideological affiliations. It has since then grown into an international NGO approved and registered by the United Nations. AAR Japan has five main pillars of activities; 1) emergency assistance, 2) assistance to persons with disabilities, 3) landmine and unexploded ordnance (UXO) action, 4) action against infectious diseases and 5) public awareness raising about global issues in Japan. Since the beginning, AAR Japan has operated in over 60 countries. Currently, we are active in 15 countries and areas, including 4 African countries namely Kenya, Zambia, Sudan, and Uganda. AAR Japan Uganda has been operational in Bidibidi, Imvepi Palorinya refugee settlements since September 2016 to support South Sudanese refugees.

Job Summary:  The Project Officer will work under the direct supervision of the Head of Office and the Programme Coordinator and is responsible to oversee the project implementation and monitor the activities carried out in Kyangwali refugee settlement and host communities. The person will be based in the Hoima office, supervising field activities carried out in Kyangwali refugee settlement and host communities, providing guidance to field staff, and reporting to supervisors. The person may occasionally have business trips to Kampala or other cities.

Key Duties and Responsibilities:  

Project implementation and reporting

  • Submit monthly narrative progress reports and concept notes of project activities to the Head of Office and Programme Coordinator timely, consistently, and accurately;
  • Prepare monthly report sheet and budget control tools to ensure project budgets are consumed within acceptable limits and timelines;
  • Coordinate and lead Field Officers and Field Assistants by giving direct advice during implementing the project, conducting monitoring and evaluation (M&E), and writing reports;
  • Implement and monitor the project along with the project schedule and report the progress and/or issues observed to the Head of Office and Programme Coordinator on a routine basis;

Monitoring and evaluation

  • Conduct on-site follow up visits to monitor outputs and outcome of project activities;
  • Reflect M&E finding and lessons learned to improve future activities;
  • Document key success stories, lessons learnt, and good practices for sharing with Head of Office and Programme Coordinator;
  • Design the framework of M&E and administer agreed terms of M&E in consultation with Head of Office and Programme Coordinator;
  • Monitor activities regularly and report the progress to Head of Office and Programme Coordinator when required;
  • Analyse data collected from the project evaluation and write internal evaluation report;
  • Support for the implementation of recommended actions by M&E, and suggest to Head of Office and Programme Coordinator that the feasibility of recommendations for better implementation.

Coordination and representation

  • Attend external meetings and events stakeholders organise as a representative of AAR Japan;
  • Coordinate with schools, protection desks, health centers, hospitals, local authorities, donors, communities, and other stakeholders to achieve project objectives;
  • Network with UN agencies, government, and other education partners in the target area to improve synergy and holistic approach to child support;
  • Perform other duties as assigned by Head of Office and Programme Coordinator.

Coordination and representation

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s Degree or higher in a relevant field such as Social Work and Administration, Psychology, or Sociology
  • At least three years of experience in the field of Project Management/Coordination in the NGO sector
  • More than 5 years of experience in emergency relief activities in aid organizations
  • Experience in implementing projects related to the protection sector, especially Child Protection, SGBV, and/or PSN in the emergency setting
  • Experience in facilitation for workshops and/or seminars
  • Ugandan citizen, residing in Uganda and able to station in Hoima, occasionally within Kikuube
  • Excellent PC literacy including word processing (MS Word) and spreadsheets (MS Excel)
  • Strong coordination and negotiation skills with stakeholders and problem-solving skills
  • Excellent at working as a part of the team, especially reporting to supervisor on time
  • High integrity, self-driven, able to work under challenging circumstances, and able to complete assignments with tight deadlines under minimal supervision.
  • Solid drafting/reporting skills
  • Culturally sensitive and high level of diplomacy
  • Respect punctuality
  • Fluency in written and spoken English and Kiswahili
