Job Summary: The Project Officer – Risk Communication and Community Engagement will provide short term technical assistance to the region and districts. Will be responsible for strengthening regional and district capacity for risk communication and community engagement during prevention and response to COVID-19 outbreaks. The successful candidate will also support implementation of community based disease surveillance activities in liason with the epidemiologists.
Key Duties and Responsibilities:
- Work with the Project coordinator and PD to Plan, budget, implement and report on project activities.
- Review the RCCE strategies, information, education and communication (IEC) materials, practices for COVID-19 outbreak prevention and control and offer practical recommendations.
- Support districts to develop/implement community information and feedback mechanisms for providing information, detecting and rapidly responding to or counter misinformation and rumors during outbreaks.
- Coordinate mobilization and sensitization of community groups during outbreaks including printing and dissemination of culturally appropriate IEC materials.
- Develop/implement training activities on RCCE, and advocacy for the Global Health Security programs and partners;
- Participate in training of VHT’s on community based disease surveillance.
- Coordinate quarterly VHT supervision meeting on community based disease surveillance.
- Provide technical support for development of culturally appropriate and harmonized BCC strategies and tools, messages for prevention and control of disease outbreaks.
- Liaise with the M&E specialist to monitor and evaluate project risk community and community engagement activities.
- Assist in design and implementation of implementation/operation research including evaluation of the social impact of outbreaks on population.
- Establish effective relationships with the national and regional task forces; partners, and donor communities, and ensure timely and effective communication with stakeholders
Qualifications, Skills and Experience:
- The applicant must hold a master’s degree in Public Health, development, or other relevant field with a degree in a Communication related field;
- Five years of experience in the public health sector including qualitative study design and training;
- Proficient in using and monitoring electronic media platforms.
- Knowledge of IDSR especially community based disease surveillance structures and operation
- Experience participating in risk communication during an outbreak is desirable.
- Experience of conducting behavioral change communication assessments/studies
- Experience in designing, implementing and evaluation of RCCE strategies;
- Excellent writing, reporting and presentation skills;
- Strong negotiation, advocacy and community mobilization skills;
- Computer literate, knowledge and skills in MS office;
- Familiarity with the local culture, cross-cultural sensitivities and demonstrated ability to work independently as well as collaboratively on a multi-disciplinary team.
