Following a peace agreement in 2006, Ugandans are returning home and looking to rebuild their lives. The IRC is there to protect women and children from violence and exploitation by fostering a safe environment and encouraging education, and is supporting farmers and small businesses, and helping communities promote peace and long-term development.
Job Summary: The Senior Monitoring and Evaluation Officer will primarily ensure that quality data is obtained in West Nile offices, including for programming related to livelihoods/cash, protection, gender-based violence, and health. The jobholder will also oversee the data collection, data cleaning and input, ensuring a robust data base with analysis and data interpretation on which to base program decisions.
Key Duties and Responsibilities:
Technical:
- Work closely with the program team to develop a detailed M&E plan for the West Nile programs based on project log frames to track progress against agreed indicators.
- Keenly track M&E plans and frequently provide the district and program team with trend analysis of tracked indicators while identifying outliers.
- Conduct field visits to the project sites in Bidibidi and Imvepi settlements to mentor and coach staff on data collection, reporting and data cleaning to inform program reports and information management systems.
- Support program staff to frequently use data for program improvement.
- Actively participate in quality of care monitoring together with IRC project staff while ensuring availability of data at the settlement sites for assessing program quality.
- Provide accurate information that informs the program and data review meetings.
- Ensure the availability of data collection tools at the sites and for community programming.
- Maintain an accurate and up-to-date database for all programs.
- Maintain a good record keeping system and undertake continuous monitoring and regular evaluation of the project activities.
Liaison:
- Work closely with any existing district M&E teams while ensuring that accurate and timely data on the program is fed into the district information management systems and program reports.
- Attend relevant meetings to represent IRC’s program activities in the district.
Communication/Reporting:
- Send regular feedback to programs and supervisor on project implementation.
- Provide supervisor, technical coordinators, program staff and districts with monthly reports on indicator trends.
- Assist in preparation of donor reports.
Qualifications, Skills and Experience:
- The ideal candidate for the IRC Senior Monitoring & Evaluation Officer job placement should hold a Bachelor’s degree in statistics, demography, M&E or related field. A Master degree or Bachelors plus an advanced certificate in M&E, statistics or economics preferred.
- A minimum of four (4) years working experience in humanitarian or development settings with proven success in designing, implementing and operating project M&E systems from project initiation to close-out stages.
- Previous experience in data quality assessments and oversight
- Prior exposure and experience working with district teams and building the district capacity in data collection, reporting and analysis.
- Experience in data analysis, trend analysis and interpretations.
- Experience in continuous quality improvement processes.
- Knowledge of the major evaluation methodologies.
- Previous work with an NGO in similar program.
- Good experience in monitoring and evaluation of programs.
- Good report writing skills.
- Ability to enhance good interpersonal relationship.
- Excellent communication skills.
- A good command of both written and spoken English.
- Good knowledge and application of Microsoft Word, Excel and Power Point.
