About United Nations Regional Service Centre Entebbe (RSCE):
The RSCE in Entebbe, Uganda, established in July 2010, provides efficient, client-oriented, and scalable administrative services. The Centre is a hub for transactional administrative functions from client entities, including human resources, finance, multimodal movement and control, transport, and ICT support.
Job Summary:
The Procurement Officer will play a key role in providing expert procurement services, managing complex contracts, and procurement activities. Reporting to the Chief of GPSS, this position requires technical expertise in procurement, excellent negotiation skills, and the ability to manage cross-border activities and implement innovative procurement strategies.
Key Duties and Responsibilities:
- Provide expert procurement and contracting services for complex global procurement activities.
- Offer technical advice on procurement activities and analyze procurement requests.
- Develop and prepare complex contracts and evaluate tender responses.
- Innovate tactical approaches to contracts and procurement methods.
- Contribute to the development of procurement policies and procedures.
- Evaluate manufacturers’ production capacities and establish supply sources.
- Lead negotiations and manage dispute resolution arising from contracts.
- Conduct consultancy missions to the field and provide guidance to junior staff.
Qualifications, Skills, and Experience:
- Advanced university degree in business administration, public administration, commerce, engineering, law, or a related field.
- Professional certification in supply chain management (e.g., CIPS Level 4) is required.
- At least seven years of experience in procurement, contract management, or related areas.
- Experience in international tender exercises, public sector procurement, and procurement information systems like SAP is desirable.
- Knowledge of French is desirable.
- Excellent teamwork, accountability, client orientation, and professionalism skills.
