About UNHCR:
The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. UNHCR’s mandate under the Statute of the Office of the United Nations High Commissioner for Refugees is to lead and co-ordinate action for international protection to refugees; seek permanent solutions for the problems of refugees and safeguard refugee rights and well-being. UNHCR has an additional mandate concerning issues of statelessness, as it is given a designated role under Article 11 of the 1961 Convention on the Reduction of Statelessness.
Job Summary: The Livelihoods Agriculture Officer will support the Head of Office and other UNHCR’s relevant sections in Regional Hub and Geneva and work in liaison with relevant Government Departments, and implementing partners to guide and support the livelihood programme, and work closely with partners involved in the programme. In view of the nature of his/her work, the volunteer will have extensive contacts with both internal and external counterparts and partners in Uganda. Within UNHCR, the volunteer will establish close working relations with relevant staff working in the community services, program and field sectors. Key external partners will include Isingiro District authorities, Office of the Prime Minister, Private and Official organizations (NEMA, UWA, IUCN), UNHCR Implementing and Operational Partners, International and Local NGOs, development agencies (e.g. UNDP, FAO, WFP, ILO), and other actors with an expertise in livelihood programming and micro-finance
Key Duties and Responsibilities:
- Offer technical guidance and support to the Office in the definition of practical and cost-effective strategies and solutions 1) towards livelihood for refugees in all the Southern settlements (Nakivale, Oruchinga, Kyaka II, and Rwamwanja) with possible extension if required to Kyangwali), and 2) for the promotion of self-reliance, taking into account gender, age and environmental considerations (and to a less extent sustainable local integration)
- Work in liaison with community actors including refugee leaders and community based officers, identify the refugee and host communities’ needs for the best support in the self-reliance activities.
- Offer technical guidance on the formulation and delivery of rural livelihood interventions to promote self-reliance activities of targeted populations and host communities, including: financial livelihoods interventions (grants, micro-finance), and non-financial interventions (vocational training, job-oriented skills development, support to small-holders and nosiness associations, employment guidance and services, support to productive activities and technologies (agriculture-based and others). Food or cash-for-work projects.
- Identify and actively partner with other actors and structures potentially able to contribute to the strategies and solutions or refugees.
- Actively promote community-based and participatory approaches.
- Assist target group in the planning and improving socio economics activities to support them in access to land, agricultural tools, income generating activities etc. taking into account gender, age, diversity and environment.
- Work in close collaboration with other actors, implement any planned training/knowledge sharing events for staff of implementing partners and government officials on programming techniques relevant to livelihoods.
- Support the implementation of programme activities for refugees and host communities groups or associations and their membership, based on gender, age and diversity.
- Provide work plan and periodic reports on livelihood activities
Furthermore, UNV volunteers are encouraged to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
Qualifications, Skills and Experience:
- The ideal candidate for the United Nations UN Volunteers Livelihoods Agriculture Officer career opportunity should hold a Bachelor’s degree in Development Studies (including Development Economics, Finance and management). Rural Development (including Agriculture & Livestock), Business development and management.
- A minimum of three years of relevant professional experience in livelihoods and (re)integration promotion for conflict affected population, poor or vulnerable population in urban and rural areas.
- Extensive knowledge of the UN system
- Proven experience in working in an inter-agency context and in nurturing partnership.
- Excellent communication skills
- Ability to work as part of a team but also independently, in a multi-cultural environment
- Knowledge of computer (Word, Excel, etc)
- Full working ability in English. knowledge of French is an asset.
