IRC has operated in Uganda since 2006 and has a vision of a country where all people enjoy their human rights to clean, safe, accessible and sustainable WASH services that they use and can afford. We believe in delivering clean and safe water, sanitation and hygiene – or WASH – services, not just to the few and for a limited time, but to everyone and forever; we refer to this as WASH Services that Last. We know that to achieve this will not be easy, nor necessarily quick, but will require all stakeholders working together towards a common vision and being willing to learn about what works and what doesn’t. We believe that government leadership is essential to reaching this goal, but it also requires changes in behaviour of sector donors, international and national NGOs as well as politicians and other stakeholders in the WASH sector.
Job Summary: The WASH Programmes Coordinator will provide project management support and leadership to programme and project staff as well as local partners to ensure that programme objectives are achieved in due time. To provide technical/engineering expertise and advice in support of IRC’s multi-disciplinary country team and partners. To work closely with the Country Director and represent her at the highest levels of national and international sector meetings.
Key Duties and Responsibilities:
- Provide leadership in IRC’s programme cycle in line with IRC’s Theory of Change, overall strategy and policy objectives, including
- Provide overall guidance on the management of the various projects that make up IRC’s Uganda country programme: leading development of work plans, budgets, and reports.
- Update and maintain the programme reporting calendar and maintain grant reporting schedules
- Prepare concise bi-annual and monthly reports for review by the Country Director and produce an analytical progress report to guide management decision-making
- Maintain, work with programme teams to draft narrative and financial reports prior to donor deadlines, review reports for consistency with project objectives and timelines, as well as for adherence to donor requirements
- Monitor donor pledge payments and ensure that IRC—Uganda is receiving funds on time.
- Work with the Country Director to identify funding (in-country and outside) opportunities and support proposal development and all acquisition efforts
- Contribute to IRC’s overall programme and policy discussions, including:
- Provide engineering/technical expertise where required
- Undertaking sector review and/or thematic research in preparation for the next programming cycle
- Maintain relationships with sector players at the national and district levels
- Work with IRC’s district based team to strengthen capacities of district local partners and local governments
- Contribute to organizational learning and capacity development of IRC staff and partners in planning and reporting
- Support with implementation of monitoring, learning, advocacy, visibility and communication activities
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s degree in Civil Engineering, Water Resources, Environmental Health/Management, Planning
- Additional training and experience in Project Planning and Management (required) and Public or
- Environmental Health or local governance
- At least ten years of progressively senior experience in all aspects of project preparation and
- management including:
- budgeting, grants management and reporting
- Staff supervision and performance management
- Fundraising and proposal writing experience
- Good understanding of planning and service delivery in Uganda and able to fit well in the WASH subsector
- Experience in multi-stakeholder processes, research and learning
- Ability to manage multiple tasks and projects with multiple priorities
- Ability to analyze and organize data and communicate results effectively
- Ability to work both independently and as part of a collaborative team effort
- Must have well-developed written, oral, and interpersonal communication skills.
- Ugandan Citizen
- Valid driving license
- Fluent in English, French an advantage
This is a full-time contract position based in Kampala with frequent travel to IRC Uganda’s districts of operation, and sometimes to IRC’s Headquarters and other Country Programmes.
