About ERA:
The Electricity Regulatory Authority (ERA) is a statutory body established in 2000 in accordance with the Electricity Act 1999 to regulate the generation, distribution, transmission, sale, export, import of electrical energy in Uganda and to guide liberalization of the electricity industry,, manage licensing, rates, safety and other matters concerning the industry.
Job Summary: The Director, Technical Regulation will provide leadership to the department, set performance targets for licenses, monitor and enforce licensee’s technical and environmental compliance within the Law, regulations and licensing terms and conditions.
Key Duties and Responsibilities:
- The jobholder will head the department of Technical Regulation.
- Lead the licensing of power projects starting from feasibility studystage to commercial operations date including monitoring the development activities.
- Keenly monitor and enforce the technical compliance of operating licensees in the generation, transmission, distribution segments and the entire electricity supply industry in accordance with the Electricity Act, 1999, Regulations and the licensing conditions.
- Integrate, Monitor and enforce environmental and social development requirements for licensed projects in the generation, transmission, distribution segments and the entire electricity supply industry in accordance with the Electricity Act, 1999, the National and international Environmental standards where applicable in addition to compliance with the licensing conditions.
- Manage the technical review and approval of licensee’s investment plan applications to ensure a harmonised power system network rollout in order to provide a robust grid infrastructure to cope with the national demand requirements and regional obligations.
- Oversee the technical verification of completed grid investments by licensees to confirm compliance with standards, quality of works and to ensure value for money.
- Lead the System Planning Coordination committee activities including the least cost generation plan and advise Management on demand, supply and quality of supply situation among others.
- Lead the Authority Installation Permits committee activities.
- Lead the Authority Grid coordination committee activities.
- Maintain an up-to-date database of all ongoing projects and benchmarks to enhance compliance.
- Develop the departmental work plans in line with ERAs strategic plan and objectives.
- Develop, Implement and Control the departmental budget and procurement plans.
- Advise Management on appropriate areas for research in technology and other sectoral matters.
- Actively promote the strategic objectives of the Authority national, regionally and globally.
- Supervise, appraise, mentor, develop and train departmental staff in particular and ERA in general.
- Take part in sector stakeholder sensitization and education.
- Handle administrative activities of the department.
- Any other duties as may be assigned.
Qualifications, Skills and Experience:
- The ideal candidate must hold a Master’s Degree in Electrical Engineering.
- An honor’s Degree in Electrical Engineering.
- Registered Engineer with Uganda Engineers registration Board.
- At least ten years of relevant working experience in a technical/engineering environment of an electricity generation, transmission, distribution and sales utility or comparable organization at a senior management level.
- Post Graduate training in Management would be an added advantage.
- Engineering design (including computer based design techniques and Technically innovative).
- Conversant with the Electricity Supply Industry in Uganda
- Working knowledge of power generation, particularly hydro-electricity systems
- Projects planning and management skills.
- Skilled in Monitoring and Evaluation of Projects
- Extensive knowledge of environmental management policy of Uganda.
- Excellent written and verbal communication skills with the ability to interact not only with team members but also at all levels of the organization including the Board.
- Good supervisory and management skills.
- Good team player.
- High degree of integrity.
- Highly analytical skills.
- Be hard working and ready to work long working hours.
- Should be prepared to regularly travel to the field.
- Age: Between 35 – 55 years
