About us:

The infectious Diseases institute (IDI) is a Ugandan not-for-profit organisation whose mission is to strengthen health systems in Africa, with strong emphasis on infectious diseases, through research and capacity development. IDI has five operational; areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research Laboratory services (including the CAP-certified IDI Core; Lab) and Outreach.

Job Summary: The Finance and Operations Director will be responsible for all finance and operational processes of the PACT-Karamoja Project.

Key Duties and Responsibilities: 

  • Lead overall project field operations including financial, administrative, procurement, logistics, and human resource responsibilities
  • In coordination with IDI headquarter office, ensure project compliance with USAID and IDI financial procedures, rules, and regulations
  • Manage all field procurements and ensure appropriate approvals are obtained from management prior to making procurements.
  • Ensure the timely submission of financial reports and monthly field expenses
  • Manage payments to vendors and ensure that all paid invoices have supporting documentation, including price quotes per IDI’s and USAID‘s procedures for procurement
  • Develop and implement accounting and reporting systems for project expenditures, and provide guidance and training to project staff and partners on financial procedures
  • Manage project operations including office space, equipment, logistics, and other administrative duties
  • Make logistical arrangements for the team and manage drivers and vehicles

Qualifications, Skills and Experience:

  • The ideal candidate must hold a Bachelor’s degree in a relevant business, finance, or international development field
  • Master’s degree preferred
  • Minimum of 7 years in similar financial, compliance, and operational role supporting USG and international donor projects
  • Experience managing the budgeting and financial reporting requirements large USG funded projects
  • Strong knowledge of generally accepted accounting practices, financial reporting standards, financial management processes and procedures
  • Familiarity with USG Federal Acquisition Regulations and USG contracting rules
  • Demonstrated ability to prepare deliverables, including Quarterly and Annual Progress and Financial Reports, Budgets, and other reporting to USAID
  • Strong organizational and interpersonal skills and ability to solve complex problems
  • Excellent oral and communication skills and therefore ability to prepare clear concise financial and procurement related reports
