The IRC is there to protect women and children from violence and exploitation by fostering a safe environment and encouraging education, and is supporting farmers and small businesses, and helping communities promote peace and long-term development.
Job Summary: The Health Logistician will collaborate and coordinate with health programs and finance to ensure integrated and harmonized operational systems. Collaborate with Health Coordinator and Supply Chain Coordinator to ensure that internal controls are met with minimum bureaucracy. Work with Regional Supply Chain Director and Regional Pharmacist to ensure effectiveness, adherence to the IRC’s standard operations policies and procedures. Implement job and site specific trainings to ensure that that all Pharmacists and Supply Chain staff possess the knowledge and skills commensurate with International Standards for Pharmaceutical Quality Control for drug quality, storage and handling, as well as ensuring that the Essential Drugs List used by the IRC responds to region-specific morbidity trends.
Key Duties and Responsibilities:
Capacity Building and Performance Management:
- Manage performance of the medical warehouse staff by measuring ,monitoring, setting goals and implementing corrective action;
- Support the Supply Chain Coordinator and Health Coordinator to strengthen Medical Logistics competencies and capacities, attain and sustain a high quality of medical logistics services;
Compliance and Medical Stocks Management:
- Support set-up / construction of IRC-run medical facilities in compliance with infection control standards in collaboration with IRC Health Coordinator and Health Managers;
- Ensure management of all medical stocks according to the IRC procedures and strict adherence to the approved IRC Uganda Essential Drugs List (EDL);
- Manage and ensure that the quality and standards of health care goods is maintained throughout transportation and storage;
- Ensure quality of field pharmaceutical supply chain, including storage, export/import, distribution, medicines management within healthcare facilities; healthcare waste management, controlled drug management, etc.;
- Coordinate with in-country health staff, and the Regional Pharmacist as needed, to guarantee that IRC Uganda’s medicine selection, treatment protocols, and administration/dispensary guidance conform to national, international, and donor rules and regulations;
- Adapt, set up, and implement the IRC’s approved drug management tool, the Pharmaceutical Inventory Tool (PIT), including training all relevant staff, ensuring robust data management to inform decision making;
Planning and Preparedness:
- Assist the Supply Chain Coordinator to plan logistical resources and capacities required for providing high quality services to health programs across the Country Program;
- Ensure that the Essential Drugs List per field site responds to / meets the needs of morbidity levels / most common illnesses in the area to avoid over and understocking;
- Contribute to (drafting and review) donor proposals and budgets that include pharmaceutical/medical supply components, in close collaboration with Health teams, grants and finance staff, ensuring that needs are accurately identified and planned;
- Support staff training and the pre-positioning of essential medical drugs and supplies in coordination with the Regional Supply Chain Director, Supply Chain Coordinator, Health Coordinator and Regional Pharmaceutical Advisor;
Liaison and Reporting:
- Liaise with host government, UN/INGO partners, and any other relevant stakeholders to ensure smooth reception of international and local medical supply orders, with particular attention to efficient customs clearance;
- Support the IRC Uganda’s Health Coordinator and Health Managers on any issues surrounding pharmaceuticals/medical commodities, as needed;
- Prepare timely and detailed drug management reports for donors and IRC compliance.
Qualifications, Skills and Experience:
- The applicant for the International Rescue Committee (IRC) Health Logistician job must hold a Degree in Logistics, Supply Chain Management, Pharmacy, or its equivalent from a recognized university
- Five years of work experience in medical logistics and procurement, or a similar field;
- Experience in emergency medical logistics would be an added advantage;
- Experience of developing / implementing logistics strategies, and plans, and setting up health facilities for infection control;
- Experience with pharma inventory systems and protocols
- Advanced Computer Skills(Word, Excel, Power point, Databases),;
- Excellent command of English is an asset;
- High sense of integrity;
- Ability to work independently, take initiative and make decisions;
- High degree of flexibility
- Excellent analytical skills;
- Good team leader
- Excellent interpersonal and communication skills
- Remains productive when under pressure.
- Demonstrates a systematic and efficient approach to work.
