Job Summary: The Officer Monitoring, Evaluation, Accountability and Learning (MEAL) or Performance will be responsible for the management, capacity strengthening and strategic direction in relation to the IARP project’s Monitoring, Evaluation, Accountability and Learning (MEAL) system. S/he will collaborate closely with URCS project team members and implementing and technical partners to develop and establish a MEAL system that adheres to URCS principles and is adapted to project and consortium member needs. The MEAL Officer will develop URCS MEAL strategy with gender-specific indicators and will ensure that all project indicators are monitored according to standard MEAL policies and procedures. S/he will lead all IARP project MEAL efforts in collaboration with the relevant project staff for Operational Excellence and ensure MEAL activities are coordinated across interventions. S/he will also oversee project assessments, evaluations and operational research. This position will develop a learning agenda rooted in evidence-based approaches and will ensure the integration of information technology in monitoring processes.
Key Duties and Responsibilities:
Monitoring and Evaluation:
- Design and implement, in collaboration with project staff and the Project manager, data collection such as needs assessments, Post Distribution Monitoring, coverage surveys for emergency responses, SMART and KPC surveys using recognized methods of data collection (e.g. cluster sampling, LQAS);
- Coordinate implementation of M&E tools, including training and support for relevant project staff and volunteers on M&E tools, data collection and analysis, basic surveying and sampling techniques and support data analysis and usage;
- Support project in establishing a community-based, gender-sensitive MEAL system with quality data controls using ICT4D and strengthen capacity as needed;
- Ensure the collection of good quality data in order to reflect the progress of programming by supervising enumerator teams and data clerks.
Reporting and Communications:
- Provide, in collaboration with the GIS officer and EWEA Officer with input from field data projections and compiling reports on progress towards indicators;
- Provide analysis of data in a timely manner for internal monitoring and donor reporting, writing project reports as required.
- Provide, in collaboration with input from the relevant project staff and field teams, a comprehensive written report on survey results in a timely manner.
Quality Management:
- Coordinate in collaboration with the GIS Officer the technical aspects of field M&E operations such as mapping the survey area and asking for the latest population data;
- Ensure that studies and surveys include methods that test adequately the additional impact of multi-sectoral program implementation versus vertical approaches;
- Actively participate in designing questionnaires for surveys and assessments and ensure that data collections tools are appropriately developed, revised when needed and used throughout the program implementation period;
- Coordinate the logistics involved in survey related field work: following up with the project staff on enumerator management;
- Coordinate the translation and back translation of questionnaires and other data collection tools;
- Maintain robust records to provide a clear and transparent account of performance and take immediate action in areas of poor performance.
Qualifications, Skills and Experience:
- The ideal candidate for the Uganda Red Cross Society (URCS) Officer Monitoring, Evaluation, Accountability and Learning (MEAL) job opportunity should preferably hold a Bachelor’s degree in Social Sciences, Statistics, or Economics or a related field from a reputable organisation;
- Post-Graduate qualification in monitoring and evaluation, Project Planning and Management, Health information.
- At least three years of relevant experience in Planning, M&E or in implementation of humanitarian and development projects from a reputable NGO organization;
- Training in Emergencies and Relief operations/ Disaster Risk Reduction will be of added advantage;
- Sound knowledge and skills in database management and statistical analysis, monitoring and evaluation or public health information management.
- Demonstrated knowledge, competency and professional skills on the public health aspects of infectious disease control, epidemic and pandemic preparedness and response with particular attention to application of an all-hazard approach in the context of the International Health Regulations (IHR), Global Health Security Agenda (GHSA) and the use of event based and indicator based surveillance.
