About US:
The International Rescue Committee helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their future. It was created by Albert Einstein more than 80 years and has been working in Uganda since 1998. It has particularly working in the conflict zones where tens of thousands of people have been kills and over 1.6 million displaced. Following a peace agreement in 2006, Ugandans are returning home and looking to rebuild their lives. The IRC is there to protect women and children from violence and exploitation by fostering a safe environment and encouraging education, and is supporting farmers and small businesses, and helping communities promote peace and long-term development.
About Project:
IRC is seeking to implement a five-year project, “PlayMatters”, funded by the LEGO Foundation to promote play-based, early learning solutions for nearly 1 million pre-primary and primary school aged children impacted by the humanitarian crises in East Africa and living in Ethiopia and Uganda. This major initiative seeks to build children’s social, emotional, cognitive, physical and creative skills through play in their homes, learning spaces, and communities.
Job Summary: The Research, Monitoring & Evaluation Coordinator – PlayMatters will work closely with the PlayMatters Project Director and technical staff to ensure that meaningful data is collected, analyzed, and used to inform management, design and implementation decisions, and to provide project updates, as the need arises. A key role of the M&E Coordinator is to support field staff to collect, use, and analyze data to track project progress and inform meaningful course correction and program decision discussions; and to also ensure senior management staff have data that is tailored to their decision making processes.
Key Duties and Responsibilities:
- Develop and run a monitoring and evaluation system across all project components and partners that demonstrates qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation;
- Communicate information obtained through M&E activities to program staff, and external partners, including the donor, to enable informed decision making and course correction as needed;
- Ensure the data collection process is functioning in all activity locations to provide quality, timely data;
- Regularly review data collection processes, perform data quality assessments, and make adjustments as needed;
- Conduct regular visits to project sites, as possible, to provide technical assistance and ensure accurate monitoring of project activities;
- Produce M&E monthly, quarterly, semi-annual and annual reports for the Project Director and the donor, as needed and timely.
Qualifications, Skills and Experience:
- The applicant must hold an advanced degree (PhD or MA) from an accredited university in M&E, education, international development, or related field;
- At least five years of experience in M&E for similar Education programming, experience with projects designed to build systemic change in educational policy and practice for refugees and displaced populations preferred;
- Significant previous experience carrying out M&E activities in conflict or crisis situations;
- Experience working in East Africa and/or Ethiopia and Uganda on Education programming;
- Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other partners;
- Strong communication skills, both oral and written;
- Proficiency in English required.
