About RSCE:

The Regional Service Centre in Entebbe, Uganda (RSCE) was established in July 2010, following the adoption of General Assembly resolution 64/269. RSCE provides efficient, client-oriented, and scalable services with the goal of moving transactional, non-location dependent administrative functions to the Centre from its client entities. This includes transactional elements of human resources, finance, multimodal movement and control, personnel and cargo transport, and ICT support.

Key Duties and Responsibilities:

Under the delegated authority, the Property Management Officer will:

  • Plan property management operations and monitor progress through statistical analysis and monthly progress reports.
  • Monitor ongoing operations, conduct regular site visits, and physical inspections of UN property.
  • Assist in analyzing and monitoring asset control procedures to ensure compliance with UN Financial Regulations and Rules.
  • Liaise with various units on matters related to Inventory Control, Receiving and Inspection, and Disposal activities of UN Property.
  • Supervise proper disposal of hazardous waste and written-off property to avoid pollution or contamination.
  • Maintain accurate records for accountability of UN Property at RSCE in conformance with guidelines.
  • Utilize business intelligence tools to monitor and evaluate property management activities.
  • Oversee incoming shipments and ensure processing through relevant systems.
  • Monitor RSCE inventory and address anomalies promptly.
  • Prepare periodic performance reports and draft correspondence as required.
  • Compile and draft Standard Operating Procedures (SOP) for Property Management activities.
  • Identify and implement solutions to problematic areas related to Property Management.
  • Maintain the fixed assets register and ensure accuracy of property records.
  • Track existing fixed assets and monitor periodic physical verification processes.
  • Prepare and verify periodic financial reports on PP&E and Inventory.
  • Perform other duties as required.

Qualifications, Skills, and Experience:

  • Advanced university degree (Masters or equivalent) in business administration, logistics management, supply chain management, or related fields.
  • Five (5) years of progressively responsible experience in property management, logistics, supply chain management, or related area.
  • Experience in utilizing an ERP system for asset management and reporting.
  • Experience working in property management in an international organization is desirable.
  • Experience in property management performance monitoring and reporting.
  • Experience in warehouse management.
  • Fluency in English.
